WooCommerce 3.9.3 Fix-Update

On March 4 a fix update for WooCommerce was released. It contains 5 fixes and updates the WooCommerce Blocks. This update contains the fix for the issue where coupon messages were not formatted properly. Replaced deprecated Jetpack::is_staging_site call. Corrected the cache invalidation behavior of order item CRUD actions. Configure Jetpack plugin before trying to connect/register.
